Yes. In Activity you can switch start location mode to manual and enter latitude/longitude directly.

Complete your route, export GPX, then upload it through the provided Strava upload shortcut.

How is route privacy controlled?

By default completed routes are public. In History, open a route and toggle public/private any time.

Can I use this on desktop and mobile?

Yes. The interface adapts for both desktop and mobile browsers while keeping the same core features.
